Yes he is since he's mentally disable and he's 25 years old
So if you can proof that he is mentally disabled and truly depending on your parents, he can be sponsors with PGP application of your parents. (well, if you got picked in the lottery)

I used the following link to get the info below:
http://www.cic.gc.ca/english/immigrate/sponsor/aod-tool.asp

Your child qualifies as a Type C dependant
It appears that your child is eligible as a dependant because your child is:

  • 22 years old or older, and
  • financially dependent on you due to a physical or mental condition.
Your child must continue to meet all the requirements that came into force on October 24, 2017, until we finish processing your application.
----
However, it's like a 2 way situation. You need to proof that he is dependant but on the other hand you will likely need to also proof that he won't be in a condition that will place a burden on Canada's social and health care systems.

There was some discussion in an older thread:
https://www.canadavisa.com/canada-immigration-discussion-board/threads/family-sponsorship-of-parents-and-dependent-sibling.431801/#post-5295382

It's not an easy case.
