Hi Everyone, I really need helps here, things on my PR online application through Express Entry.
Here is the thing,
I got the invitation on Dec. 18, 2016. Right after that, I was trying to get every single document that required as soon as possible. I had my Canadian criminal record check with all 10 fingerprints taken (police certificate) done on Dec. 15, 2015, and I have been waiting for the result for a month. I have all other documents ready except that. I understand because it was holiday season and new year, nothing gets done at that point. However, my PR application only have 25 days left, and I am not sure when the result would be arrived, even the RCMP staffs. I went to them and asked twice, they had no idea, because the refugee thing.
On the other hand, my PGWP will be expired on May. 23, 2016, I do not have much time. I did a lot research about my situation, and I couldn’t find anything, even called CIC. I understand that I need to submit my PR application, and need to get approved with R10 completeness check, so that the government will send the AOR to me, in order to apply my extension. But everything is time consuming now, and I don’t have much time left, so I am very anxious and worried about it.
So what should I do??? What is going to happen if I submit my application without the police certificate??? or what if I haven't get my PR before my current PGWP expired???
Is anybody out there could give me an answer??? I really needs help, Please help me !!!

You could submit the application and attach a receipt from your police check with a letter explaining the delay. When you finally get the certificate, you can forward it on to them.

You have 25 days left, so you could just wait another while before panicking. Once you submit it and get AOR, you can apply for a bridging visa so your May deadline should not be a worry.

You do know that RCMP isn't required upfront, right? CIC will ask for it if and when they need it from you. Submit your application right away without any further delays.

Canadian PCC is not required upfront, go ahead with your application if you have everything ready.

Apply for BOWP after receiving AOR from your application.

Hi everybody, thx for the reply, that was fast! Thx again.

I certainly consider submit my application without the police certificate with a fully explanation on that.

I went to RCMP station in town, and I told them what the request was for, and they said I need all 10 fingerprints taken electronically for immigration purpose. And I was very confused about one thing, the police station in Calgary AB. did not require me to do fingerprint, but the RCMP in Airdrie AB. did ask me to do that, and I asked why, they said because they are under federal, and the police station in Calgary is under municipal.

Ty for the reply. Now, I have another question, will they ask me for it or I just submit myself when I get it? How would I be able to do that?

Hi JacR2016,

CIC will request the Canadian PCC if they require it. You do not need to submit it unless they ask for it and I believe they will provide details as to how you are able to submit it if asked.

Hi Eucalyptus, Thank you for the reply.
I went through RCMP for my criminal record check, and they required me to do finger print. I recently found out the reason why it took so long. it was because the rcmp in town (where I live) made a mistake on my address, so the rcmp in Ottawa sent the result to the wrong address. However, they reprocess my application, and I will be receive it soon.

Now, I have to focus on getting BOWP since my PGWP will be expired in May.
I have done quite a few research about that, and didn't see any concreted answer. Lots of ppl say just go ahead with the e-AOR which is automatically generated right after submitted the online application, some says via paper application. So I am wondering should I wait do it that way, or should I wait for the second AOR in order to apply BOWP. No much time left.

Have you experience any of these? or whats ur speculation on this?

At present, I am working on my application (Jan 13th ITA). My PGWP expires end of March and I will be applying with the very first AOR I receive. I too have read on the forum that persons have used the second AOR; however, some persons never received a second AOR. I frankly have no time enough left to wait for a second AOR and I will apply for BOWP as soon as I get that first AOR.

Many people have reported that it has worked for them.

I'm not too familiar with the paper application and I do not want a further delay, so I will apply online. Have you been able to ask Asivad? Or maybe you can review posts made by Asivad to see if this topic has been addressed before and the advice given.

First of all, wish you good luck for your application!
And yes, I did personally contact him through Gmail. He said CIC has clarified that we can use the e-AOR for applying BOWP, and he sent me a link to read. I didn't see any directed answer or confirmation on his statement, but like you said, I will just using the e-AOR to apply BOWP.

Now, someone told me, after submit the application and receive the e-AOR, wait for a bit and then apply BOWP with the e-AOR. The reason for that is, you just submitted your application and CIC has not review anything yet at that point, so you may get rejected for your BOWP application. Therefore, I will wait for a bit and then apply BOWP, and I would suggest you the same. You could apply at the end of Feb if that is possible. I probably apply BOWP in early April since my PGWP expires in May.

Do keep in touch and see how your BOWP application goes.

Express Entry: determining if an e-APR has passed the completeness check

If a foreign national submits an APR using Express Entry, they may apply for a BOWP if they meet the eligibility requirements. However, a decision on the application will not be made until the Centralized Intake Office (CIO) has assessed the e‑APR for completeness. A BOWP can be issued only if the e‑APR has passed the R10 completeness check.

Before issuing a BOWP, officers must check the Global Case Management System (GCMS) to ensure that the CIO has reviewed the application and determined that it meets the requirements of a complete application as described in sections R10 and R12.01. If the e‑APR is incomplete, the application for a BOWP must be refused. The open work permit holder fee can be refunded, but the processing fees cannot.

Complete application: The CIO will enter the following note in GCMS: “R10 OK.”

Incomplete application: The CIO will cancel the e‑APR and enter the following note in GCMS: “E‑APR rejected as incomplete. Client not eligible for BOWP.”

Applicants applying for a BOWP must include a copy of their Acknowledgment of receipt - Application for permanent residence letter with their open work permit application.
What that means is that you can apply with e-APR but your BOWP will not be rejected till the assessing officer of your PR application issues a positive or negative confirmation on GCMS. Which basically means that you are on implied status till your PR application is refused or cleared.

Hi Asivad,

Thank you for that! But there is one thing i dont 100% certain, which applying with eAPR here is equal to applying with the first e-AOR right after application submitting? If it is, then i can go ahead without any further concerns. And should i need to wait for a bit to apply or i can apply immediately? Sorry, if im being a bit stupid here.

e-APR is what is otherwise called the first AOR.

And you can apply immediately provided you have the e-APR and your permits expires within the next 4 months.
