IRCC is generally better about re-transfering files that were sent to the wrong address. Did you accidentally fill out the form as an outland application?
 
So no work permit option with an outland app.

The app may be transferred to New Delhi but as it is now in Mississauga, chances are low.
Yeah... no work permit unless they change it to Inland which I don't think is possible but maybe officer might realize while processing the file.

No. Just sent to wrong address. Maybe because we didn't apply work permit alongwith PR application that's why it got categorized as outland?

Seeing as how you have to fill out on the form under which class you are applying, I don't know if that's it. It seems strange to me that IRCC ignored you selecting the "in-Canada class" on the form and is processing it however they like without either (a) returning it to you as it was the wrong address or (b) forwarding it to the proper office.

Well, the strange thing is that when it got transferred to Mississauga we were told that it is being processed as inland application (we know this for sure because we kept calling them to keep track as we hadn't got AOR for long time and there was no updates at all). But the day we got AOR we called IRCC (because we wanted to confirm procedure about middle name correction) and the agent mentioned that it was being processed as overseas application (outland). Today we asked if there's a reason for this change but they are unable to say anything because they don't know as it depends on officer.

Do you have a copy of the application? like a photocopy of the one you physically submitted? Read it over and verify that you did not check the wrong box on the checklist, notably question 5 of the checklist.
