Need help with work permit question - spousal sponsorship

Hello,

We need some help regarding open work permit. Some history as below:
(1) I am Canadian PR and my wife is Indian citizen. We got married in Canada in April 2018 since she came here on visitor visa.
(2) We sent our inland spousal application to Sydney (Nova Scotia) on June 19th. It was our mistake to send it to Sydney rather than Mississauga... wasn't aware at that time about changes in processing centers and mixed it up.
(3) Someone suggested that applying for work permit after getting AOR would be quicker since we can apply online separately from spousal application. So, we just sent PR application of my wife.
Then the whole turmoil of process started, we called every other day to IRCC to keep track of application and requesting them to consider it as inland. At last, our prayers were heard on August 21st when our file was transferred to Mississauga.
(4) Applied for visitor extension on sept. 3rd (online) and waiting for it's response.
(5) We got AOR on September 24th, ECAS showed 'Decision Made' for SA on October 25th and got medical request on same day.

Questions:
(1) My wife is currently on implied status in Canada (waiting for visitor extension approval). So, can we apply for open work permit while being on implied status?
(2) How much time does it take for PPR since we have received medical request already? I have heard that it only take about 1-2 months from now.

Any help would be really appreciated... PLEASE HELP!!!

(1) You have to be in-status for the OWP. Importantly, you can only submit the OWP application online once you have "AIP" - approval in principle. That comes at the very end of the process. Submitting it on paper at the beginning of the process is best. You can try now to submit it on paper. But I don't believe you can submit it online.

(2) It depends. The targeted processing time for 80% of applications is 12 months. Keep waiting. I don't want to get your hopes up and say 1-2 months. Some people go nearly a year after medical request.

Thank you so much for your reply. So, if I am understanding it correctly this means that my wife is eligible to apply for a work permit by paper only after she gets visitor extension?

We are worried because visitor extension processing time currently says 110 days so it means we have to wait to apply for work permit for so many days?

Thank you so much!! One more question, all of sudden ECAS only shows table information only about 'applicants outside Canada'. Is this normal?
Given the issue when mailing your app, it is possible that it is being processed as outland. Order GCMS notes.

Not correct. She can apply now. However, if her app is being processed as outland, it will be refused.

Hello! So, I called and they confirmed that it's considered an outland application. No confirmed reason mentioned for that. However, file processing is going on in CPC-Mississauga.

So, my question is are there any chances that this will be transferred to New Delhi as my wife (PA) is Indian citizen? Because I have heard that file processing in NDVO take quite long time. Any insight would be helpful?

So no work permit option with an outland app.

The app may be transferred to New Delhi but as it is now in Mississauga, chances are low.
