Here's what I did for getting the ECA done through WES for my wife's Bachelors and Masters from HNGU.
1. I got the transcripts printed from the college, got those attested by the college officials.
2. I brought those college attested transcripts and copies of MARK-SHEETS to the University for attestation. The assistant registrar attested both the transcripts and mark-sheets (notice that mark-sheets should only be attested by the University and not the college) and sealed both in an envelope which was further attested by him.
3. I put this sealed envelope along with the degree certificate inside another big envelope and shipped it to WES.
All went well and I got my wife's ECA done with no obstacles at all.
The reason you should include mark-sheets along with the transcripts is that the transcripts, in our case at least, were issued by the college. However, WES demands the transcripts to be issued by the University. Therefore if you include the University attested mark-sheets, WES could use them as an alternative proof, showing your transcripts and mark-sheets are basically the same although transcripts were issued by the college, which makes sense.
