Need help with ppr letter!

Hello experts,
I have a situation,i got my mother's PPR(applied under pgp2018) which states to mail the passport to ottawa but currently she is in india so i contacted cic and in response they gave me a solution for online application only but her application was a paper app.
Now my question is can i submit her passport to new delhi visa office with the same passport request letter ?

I tried asking fedx and dhl but they refused to ship passport

You dont need to tell them what it is. Just put it in an envelope, send it, and make sure to get tracking

Your other option is send your mother to the closest vfs for India... there are several.. and pay the package fee and get them to send it. It's part of there job
