Need Help with PGWP and Study Permit Query

I would appreciate your help in answering these questions. Thanks
1. My friend's study permit expires July 30, 2017 and she did a one year program that ended April 21, 2017 at one of the designated institutions. She applied for her PGWP July 25, 2017,. what are her chances in receiving the PGWP permit?
2. Can a coop student with a study permit expiring in September 2017 work, since the person is still a student?

2. yes can work only half of the total study period
