Need help with filling out Statutory Question please

I have just submitted my profile on 5th March, 2018. I have a doubt regarding answering one of the question for my husband (Co-applicant) which is a statutory question under Personal history. So basically there are two similar type of questions:

Q1. Has Applicant been refused refugee status, or an immigrant or Permanent resident visa (Including a Certificate de quebec) or application to the provincial nominee program) or visitor or temporary work visa, to Canada or any other country?

Q2. Has Applicant ever been refused a visa or permit, denied entry or ordered to leave Canada or any other country?

Now in our case my husband was declined Permanent resident visa while he was in New Zealand; however, he was never deported or asked to leave from country and always maintained his status lawfully while he was there.

I have answered "YES" to Q. 1 and provided the details of refusal along with attaching the refusal letter; however, please confirm if the answer to Q.2 shall be "YES" or "NO" in his case?

I have noticed that Q.2 is not consistent with Schedule A, In schedule A it is mentioned more clearly and is only related to refused entry or ordered to leave from Canda or another country. Please advise. Thank you.

Hi, I am in similar situation. In my case, my Singapore PR was refused, but I was never deported. I have continued to stay in Singapore on work permit even after PR rejection. May I know what did you do in above situation?
