My friend & His wife submit their PR in June 2014 through PNP individually , But now they both get married in December 2014, Do they need to inform CIC about that and how should they proceed further. Please help, Its urgent..

Yeah, they need to notify CIC that their marital status has changed. You can go on this link to find the call centre contact http://www.cic.gc.ca/english/contacts/call.asp

Give them a call and they will inform you on the proper steps to take.
