Need help understanding GCMS notes please

Hello everyone,

I would like some insight on my situation from you please.

Right as you can see from above replies and my previous thread I applied for a TRV and I was refused. And sent an appeal via email and the embassy replied saying they don't accept "appeal requests" and asked me to re apply. It has been almost 5 and a half months since my refusal. So this is my current situation.

  • I have changed employers. Working at my new company since March 2019.
  • The wedding didn't happen because of a terrorist attack that took place in my country. My wedding was supposed to be on the 25 of April and the tragedy happened on 21 Easter Sunday. As emergency laws were initiated the public was not allowed to gather in groups for more than a week. Apart from that a good friend of ours lost his wife and his adorable little daughter. So we were in no spirit of celebrating while the whole country was grieving. Therefore both my fiancee and I decided to postpone the wedding and help our friend get through this.
  • Applied for a US B1 with my current boss to attend a conference and was denied. I strongly suspect it was because of the current situation in our country, they just kept refusing all 8 applicants before us on that interview day. My boss is an licensed architect and he runs two very good companies for more than 20 years now. And he is a family man with two kids. He had strong financials and assets here in my country.
  • Applied for a Japan visa (after the US refusal) to make the trip which I missed last year. Granted and will be making the trip in August with my family friends.
  • Applied for a German business visa and was granted (after the US refusal). Still didn't use it but hopefully within the next couple of weeks. Planning to do business visits in Germany, France and Switzerland.
  • Hoping to apply for a Latvian student visa for September. Still waiting for university confirmations. All expenses will be covered by myself. My employer will be expecting my return after the degree completion with a pay raise and a new position.
So my question is if I reapply for a Canada TRV for myself to make a trip there before I start my studies in September, will I have any chance of succeeding? I mean if all goes well and I am granted with a Latvian 'D' visa and used a German Schengen and a Japan visa neatly will I have any chance? Just wanted to check with the experts before I cock-up again. I can show my university acceptances and all the tuition fees paid for a year and accommodation paid for a year, etc. I will have to leave Canada for my studies I mean they surely will understand wouldn't they?

Sorry to hear about your friend and the wedding.

You can try to write a cover letter to address the previous points of refusal, pretty much what you wrote in your post above. Even explain about the wedding, why it was postponed. Maybe you can appeal to their sympathy.

The Latvian student visa weakens your ties to any one place. Your travel/immigration history is not ideal for the typical successful TRV candidate, as it is. I would suggest to refrain from mentioning this, or attempt to apply before you intend to do so (if you really do).

Thanks very much for your reply. Wouldn't the VO consider the student visa as a STRONG reason for me to get out of Canada after a 5 day trip? I mean I won't just ignore my student visa after paying the first years fees upfront and securing a uni dorm for the first year.

Just from my personal observation on rejections posted here, not really.

But I could be wrong. You can certainly try your theory if you’d like.

You've changed employers so I assume the fully paid Niagara trip is no longer an option.

What is the purpose of your visit?

I received my GCMS notes and the VO notes on refusal are very unrelated to my situation. The VO has considered me as a traveller trying to visit family members which Im not and I specifically selected tourism on my application. Please help me.

VO notes as stated on the GCMS notes (this was the same on both my and my girlfriends GCMS notes):

Application and supporting documents reviewed. The applicant is seeking entry into Canada for the purpose of visiting family members. The following information was noted during my review of the documention presented: - The applicant has no or limited prior travel history; - The applicant's ties to thw country of residence appear weak; - The applicant has limited or minimal funds according to documentation provided. As a result of my careful review and considering all relevant factors presented, on balance, I am not satisfied the applicant is a genuine visitor who would comply with the conditions of temporary entry. Application is refused.

The note "The applicant has no or limited prior travel history" seems like a general remarks and shows the attitude of visa officer. He/she could either say no travel history or limited travel history.
