Need help to upload documents

Hi,
i m facing difficulty uploading documents.
Someone please suggest.
I have scanned documents and reduced dpi to make files around ~200kb each but they are in jpg format.
I read that i have to upload as a single pdf file but how do i convert all these jpg files to pdf files? I tried online converters but when i downloaded the file, it came down as xps format

kindly someone help me with the name of any converter/compressor tool that i can use to upload my documents.
or let me know what i m doing wrong

If you don't mind uploading your documents online, try the online tool in the link below.
1. Click the UPLOAD FILES button and select up to 20 images.
2. Click the COMBINED button to get them all combined in a single PDF document.

i came across that page but was taken aback thinking it wasnt a secure page :/

You can add the images you want to combine in a Microsoft Word document (one image per page) and save the document as a PDF. Good Luck!
