You should call CIC and ask how long you need to be off welfare to sponsor. The number is here: http://www.cic.gc.ca/english/contacts/call.asp

I know there are immigrant and newcomer centres here and there. Google is your friend. I remember seeing one in Edmonton around 107 Av and 113 or 114 St. These places may be able to give you information, help you fill out forms etc.

Thanks everybody for helping me and all other here,
I have a question regarding sposorning my spouse. From previous post and all other different post here I came to know that I dont need a job or any financial proof to sponsor my wife. but today I went to talk to my human resource consular to talk to ablout the college if I applied as I am on EI right now and If i go to school or college she said I have to apply for government fund or grant. Then I asked about is it effects my sposorship and she talks to someone and call back afterwards that I cant sponsor my wife If I get this grants or fund from government and she also said that I cant sponsor If I dont have a enough money or good job too. I heard this from my friends lot of times too. So, am totally confused and whats the real story please. please help me
thanks

This woman does not work for immigration. She obviously doesn't know the rules so she is talking nonsense. If you read the guide about sponsorship at http://www.cic.gc.ca/english/pdf/kits/guides/3900E.pdf you will see between page 8 and 9 that it talks about financial requirements for sponsor, then says:

This condition does not apply if you are sponsoring only
· your spouse, common-law or conjugal partner who has no dependent children, or
· your spouse, common-law or conjugal partner whose dependent children have no
children of their own, or
· your dependent child who has no children of his or her own.

So you don't have to have a good job and you don't have to show income but you can not be on social assistance (says so at the top of page 10). EI is not considered social assistance and I am pretty sure student loans and grants aren't either but you can call CIC and ask if you want to make sure.

Thanks leon and i will call tomorrow and update here what they say about the grants or government fund is considering social assistance or welfare or not.
thanks for yours help

First of all thanks everybody for helping me and all others,

I call to CIC about the going to college and they said whatever the money or grant should not be from social assistance or welfare and they told me to call where we are applying.

So, I applied for what it called:-
Income Support Application for Full-Time Study 2008-2009
Employment Insurance (EI) Clients.

I call this department and they dont have any idea about this and they said you no you cant sponsor as you have to have job and good financial and then I explain that no its not nececcary needed if you are sponsoring your wife and then they said oh I dont know and she took my phone number and she said it will take a day as she gonna ask somebody and call back.
she told me that this money is called Learner Benifit and its part of social assistance. So, am not sure what to do now and can anybody help me to get the real answer for this, whether I can go to college or not ? If its social assistance then it will effect my sponsorship and sure its not a welfare.

Please help me and thanks everybody

You need to ask CIC. If they don't know, make an appointment with your MP because they have a more direct line to immigration and he should be able to find out for you. If it turns out that you can't sponsor your wife if you take this grant, you may have to delay college for a year.
