It looks like you have a spouse in Canada. If so, no - you cannot sponsor your sister and her family through the family sponsorship class. They will have to qualify to immigrate on their own. However if they immigrate through the Manitoba provincial nominee program, they may get additional points for having family in that province. If you have questions about the Manitoba PNP program, I would recommend you post them to the PNP section of the forum.
