If you apply inland, then provided he's in status in Canada when you apply, he should qualify for an open work permit four months after you submit the application (an open work permit would allow him to work without getting a job offer and approved LMIA first). So in that case it would only be around 16 months that he would be in Canada without working (the year to become common law and then the extra four months after you submit the application). Yes - if you apply inland the processing time for the inland application will be somewhere between 2-3 years.
Can you explain what you mean by "provided he's in status"..... what does that mean concretely ? I dont understand. Like, that he has a 6-month vistor visa, his that being "in status" ?

He needs to have a legal status in Canada when you send your application to sponsor to qualify for the OWP program. So long as he has a visitor record, that is current and up to date at that time, he would be in status. If, for any reason you both decide that you don't want to fill that paperwork out and he allows his visitor status to lapse, he is no longer in status and would no longer qualify for the OWP program upon filing an Inland application.

Depending on how things go working into the future, since you are still more than a full year away from actually applying, consider doing an outland application for him. He would not qualify for the OWP in that case, but it would certainly be a quicker process for both you and he. Currently it takes somewhere between 2 and 3 FULL years to get a final decision for the Inland route. Currently for a US citizen using the Outland route, it takes roughly 7 months to get a final decision. Of course, the choice is up to you both to make later.

I got a lawyer. That is your best bet. My husbad is on last reaort disablity assistance in Quebec. Yes you can sponsor him if you are married to him with the family sponsor. Now with the social assistance here is the problem if they find out by you telling them your married then they will want proof of his income if he has any. If he has no income your are good. If he moves in with you, both of you have to file as a couple. You will get one check together. It will be more depending if he has no money. You have to prove why he is apply with you not having a job. For me and my husband. I came to Quebec with my own money and they wanted to cut his money, but my money is not enough to cover my things and his. SinceI only moved in with him October 30th, 2018 they wanted to could my money and cut his. No we can not efford that. So Saturday November 17th, 2018 I moved out to my husbands parents place in hold he gets his full amount back. Today we shall find out. I warn you social disablity assistance is a tricky and hard one. I feel I should have moved up here and just rented a room or stayed with his parents and never lived with my husband. I say before you start this ask a lawyer. I hope this helps.
