Long story short..

cic request a divorce certificate because my sponsor is married but not yet divorce because he can't find where his ex-wife is.

What can I do now?should I write a letter to cic explain this situation and start file a divorce now? I only have 30 days, I feel so stressful now,please help!!

Yes e-mail cic and explain everything that why you cant provide the request

You or your husband can write a letter explaining why your husband hasn't been able to get the divorce doc.
I believe in Canada if you can satisfy the court that you have made an effort and yet you are not able to serve or notify the other person about your intend of divorce they will give you an order Dispensing service, and then you can proceed with divorce.

If your husband starts the divorce process he can send the document that he will file, because to get the divorce and then the certificate will take few months depending of the Province.
