You cannot do much with that Quebec certificate (again why on earth did you want to push something that would happen anyway using normal paper based application for PR directly). Then again once used to get your PR it will not be needed anymore (and it cannot get them a loan or anything like that. All they can do is a fake copy of such certificate for a different victim).
Your passport on the other hand is a different thing. Much more risky for all kind of shady activity. So all you can do is to get a new passport and claim your current to be lost (that way your own police should tag it in international database as lost / stolen in order to alert anybody trying to use that passport number).
