I submitted an EE profile last year but had withdrawn before I received an ITA.

I recently got an ITA, and when I submitted my PR application, I answered 'Yes' to the question 'Has XXX applied for Permanent Residence (PR) before?'. But I think the correct answer should be 'No'? Should I send a CSE form to IRCC through the webform to explain?

Thank you in advance for your help!!!

If you didn't submitted an application for permanent residence before then the answer will be no. Creating an express entry profile is different than sending a pr application to IRCC. Hope it helps!

@Angel1113 Thank you very much for your reply! The thing is I incorrectly answered 'yes' and have already submitted the answer. Should I contact IRCC to correct this? Do you think this will have any negative impact on my application?

Honestly I don't think it is a big issue and your file won't be rejected due to this. They just ask for pervious applications so that they can know about the reason of rejection etc. But just for your peace of mind you can contact them and let them know.
