Bilal, you can apply visa any time despite refusals or what ever the reasons but make sure you fulfilled all the requirements mention in embassy checklist thoroughly.
Make sure you declare the US refusal when asked the question in the application. It should have impact on its own to your application but could if you do not declare it.
