Hi.. there.

I got the medical request yesterday.
Unfortunately, I got an annoying homework with the med. request which is PCC from Kazakhstan.
However I just stayed there for 5 and half month(less than 6 month), they asked the pcc...

Is there anybody who used rctccorp service..(following website) to get PCC?
Or already got the pcc from Kazakh? Or can introduce any specialist for Kazakh pcc?

(Oh... god, it says that they need 550$ for 2 months processing time, it's there "shortest possible time", How long would it be if I apply by myself....)

Anyway, my friend who is staying in Kazakh called the authority and heard that it's not gonna work following the Canadavisa.com way of getting pcc from Kazakhstan, requesting pcc directly to the public prosecutor office. The authority told him that if you are currently non-resisdent of Kazakh, you should go to the local cousulate and ask.
Maybe, the rctc company has kind of backdoor for issueing the Pcc without following the protocol, and it makes them less credible for me....

Tel. (3172) 29-38-34). The request must be made in writing and be accompanied by a copy of passport or other identification document.

jdkim - so sorry to hear about this, these PCCs are a particular pet peeve of mine. Here is what I suggest you do, but one thing - DOCUMENT everything that you do. That means to try to get everything in writing, date stamps on emails or faxes, sending letters certified, etc, so that you can PROVE your efforts to get this certificate.

1. Contact the visa office (case specific inquiry), explain that you were only there 5 1/2 months (can you prove it with visa stamps), and verify that they really do need the PCC - they may have made an error in calculating dates. With some really good luck, they will waive this requirement, but don't count on it. Get it IN WRITING if they do... But they will probably insist that you get the PCC.

2. Follow the CIC instructions - do EXACTLY what they tell you to do. Suck it up and send the letter via federal express (keep your fedex receipt as evidence). Make sure you keep copies of your correspondence, etc. Include in the letter your dates of arrival and departure, reason for visit, anything to verify your stay, and a copy not just of your passport, but also any visa and or entry/exit stamp. If your friend is willing, put his name/contact info in the letter and authorize him to act as your local agent.

But you probably will not receive any response. If you can find a fax number, send a 2nd, 3rd request by fax. Remember to DOCUMENT Everything -date sent etc.

The purpose is that, if you cannot obtain the PCC, you will be able to show CIC that you (a) have followed their instructions, (b) made a good-faith effort to obtain the PCC.

3. Contact the Kazakh Embassy in Canada - bug the hell out of them if you have to - for information on how to get this PCC. DOCUMENT EVERYTHING (they have an email address, that is handy). If you get no response, and have to call them, keep hand-written notes of your conversation (date, time, etc).

4. Fortunately (or unfortunately), you have a very expensive back-up in RCTcorp (this option was not available to me). If you can afford the $600 (don't forget the $50 for the certified translation), just do it and save your self a lot of time and headache. Even then, you will have to document all communications because of the time issue - even with them, you will likely not get it within the specified time frame, and you will have to respond to CIC with proof of your efforts.

5. It may be possible for your friend to find a lawyer in Kazakhstan who can/will do it, for less than RCTCorp, but then you have all those fedex costs, etc., and you'll never really be sure if you'll get it, or if you're getting conned...

Police Records

Available. An official document may be obtained from any of the Ministry of Justice Public Service Centers (ЦентрОбслуживанияНаселения - ЦОН).

* Kazakhstani citizens and residents can request their own police record by applying in person directly to the Public Service Center (PSC) which has jurisdiction over their place of residence.

* Former residents of Kazakhstan who are currently citizens of other countries must apply in person or through a personal representative. Former residents can request their police records at any PSC, regardless of where they used to reside in Kazakhstan.

* Kazakhstani citizens, who now live outside the Republic of Kazakhstan, can apply at Kazakhstani diplomatic missions abroad or at a PSC through a personal representative.

* Third parties (embassies, consulates, etc.) can request police records by diplomatic note only.

Applicants need to present either an original or a notarized copy of an identification document. Personal representatives must have a notarized power of attorney from the subject of the police records search along with a notarized copy of the subject’s passport or Kazakhstani national ID. The application form should include all names that the applicant has ever used.

The issued certificate shows:

* If a criminal record exists (and the articles of law involved);
* If a person has been reported missing and/or wanted;
* If a person is under investigation.

Information is cataloged by last name (or any name previously used), first name, Date of Birth and Place of Birth. According to the Kazakhstani Criminal Code, criminal convictions can be sealed upon the completion of a sentence; nevertheless, the certificate will reflect the criminal record history. The certificate can have a statement or a stamp. In most cases, when an individual has a "clean" record, the certificate is marked with "no record found" ("svedeniy net"), date and name stamps. Some records go back as far as 55 years. Records are available in Russian language only. Processing time is 7 business days. In cases when an applicant has a criminal record, processing may take up to 1 month.

The obtaining the Kazakhstan police certificate for international purpose is complicated process. If you contact the embassies they can help you, but this process could last 6-8 months and eventually the certificate will be expired. I used Kazakh Service Centre, this Company can obtain you the KZ certificate for 14 days. On the Kazakh Service Centre official site you can even see the differences between the police certificates for international and domestic using: "kazakhservicecentre.com/police_certificates.php" Unfortunately, I cannot paste here the whole link, but you can add www before the link
This Company even offers the apostille or legalization of the KZ police certificate in Kazakhstan, as many Midge East countries require this step as well.
