It was 12.5 months from start to finish, 22 weeks for study permit approval, 13 weeks for CAQ, a total of 35 weeks or 7 months wait for official paperwork. Quebec takes longer because of CAQ. In normal times, it should have taken around 6-8 weeks not 35 weeks, 4 weeks for CAQ and 2-4 weeks for study permit. Had it not been for covid, would probably have got the permit approved by end April latest. It actually took only 7 days to process from a complete application between 17 June and 22 June, between 22 May and 17 June, the nearest VACs were closed, so the application was complete on 17 June, GCMS notes show the application went through all checks and was recommended for approval on 22/6. The expiry date on the approval and also the conditions were in codes. Therefore although it took IRCC 22 weeks to tell my daughter the good news, the law prevented her receiving the news as the application was archived between 22/6 and 20/10.
