need help for the papers

I had a cousin who works in Jeddah... he got a positive LMO already. The only thing is that my boss used my cousin's Philippine address when my boss applied an LMO for him. Does he need to go back to the Philippines and process his application there going to Canada? or is it okay that he will process his papers in Jeddah?

If he can process his papers in jeddah, please give me the link for the application kit.
