Research first a) Express Entry and then b) PNP especially for Ontario. You need ECA and IELTS to submit an Express Entry profile with skilled experience. Due to your age, you lose a lot of points.

Cities don’t have immigration programs unless through RNIP with job offer. It is provincial like OINP or federal (Express Entry). It is based on age, skills, education, and language.

I have bachelor's degrees and I have 17 years work experience in my own country. I looking for a course in College for getting Canadian certificate.

I can't get enough degree for express entry. I don't have job offer or Canadian work experience.

But you are on a OWP so you aren’t working. How will taking a certificate help you? It will not give you PR.

In ontario is 204. I don't now if I pass collage in other city of Canada I can increase my score and get enough score for inter the pool

What is 204? What is your NOC? How will taking college in another city increase your score? What is your profile? So you have no Canadian work experience. If not, are you even eligible with Express Entry?

According to my investigation if I can get collage certified I can get about 20 points in express entry.
I asked about it that I move to other city of Canada and try to study in collage and get job during my study.
Some city need lower score for express entry

Confused. For EE, doesn’t matter where you study. Are you referring to OINP for studying outside GTA? What OINP program are you eligible for.

1. Don’t know if you are eligible for EE since you need to see if eligible. You would want Canadian experience.
2. What OINP program are you eligible for?
