Hi I have to submit the pr application for me and my dependent, I want to know if it is okay to submit their application without any birth certificates and submit the birth certificates when the embassy will require them to. Will that have any consequences on the application ?

You should submit a complete application or the application is likely to get returned and you will have to apply again but potentially months later.

It's better for you to submit it and not need it than the other way around. I'd submit it.
