Hi,
I have valid national identity card in my country, but currently I can't get it translated and notarized.
Is it good to fill IMM0008 with my ID number without submitting a copy?
Or I should click "no" in IMM0008 to say I don't have ID?

Yes you can select NO. You will anyways have passport so no worries.

Since your passport is the main identification on your application - national ID is optional since not every country has one.

But in my situation - my country has a national ID and I just made a copy and wrote its number. I didn't translate or had it notarised by someone and it was fine.

So it's up to you - you may leave it out OR include it by sending a copy of the front/back of your ID.

No, submit a copy

I can't think of any circumstance where it's good to lie about something on your PR application...

... or ignore CIC instructions. Optional? Not sure how people get that... If your country has a national ID, you submit it.
 
I didn't take ID card with me when I left my country.
It will take more than one month to get a notarized copy. But I don't want my application fall out of the 8000 cap.

More than one month to get a notarized copy? Where do you live? In Calgary I made an appointment with the public notary and had it signed next day.

For me it takes time. In my country, 5-7 days to get notarized, and 15-20 days of mail to Canada. Plus several days to find a friend help me do these stuff.

Doesn't need to be notarized. Plain photocopy (scan) is OK.
