You can try but it is quite common for Visitor visas to be refused under these circumstances.
You will need to very clearly prove that you have strong ties to your home country and that you don't intend to overstay in Canada.

From http://www.cic.gc.ca/english/information/times/perm/fc-spouses.asp

The current processing time for Islamabad is 32 months, plus 1 month at Mississauga.
There is nothing that you can do to speed up the processing.

If the published processing time has passed, he should contact the visa office that is handling his application.

And regarding to my cousin's Business Migration case he told me that he asked through specific case inquiry to CHC, London about the case status last month when 95 months passed since he applied but the processing period is 97 months according to the website and they replied with this thing that they cant give any specific timeline regarding case cause we are dealing with number of business applications right now and your application is still in the queue so we cant provide any sort of specific timeline....

Are they planning to deal all the Family Class Files from CHC, London....??
assalam bro.... plzz join chc islamabad thread if u'd like specific info bout pakistani cases... the link is here:
http://www.canadavisa.com/canada-immigration-discussion-board/chc-islamabad-spouse-sponsorship-timeline-2012-2013-t103544.0.html

some recent applicants have posted that they received email notifications that their files had been transferred to london.... so it appears they may be sending applications there to ease the backlog in islamabad

Based on my understanding of the information/process the files that are being transferred are only being dealt with partially in London etc. The reason is that unfortunately what takes long in Pakistan is not the fact that there are too many application and not enough staff, for example in 2012 Islamabad received only 1311 spousal sponsorship applications while New Delhi in that same period received 5,388 spousal apps, Hong Kong 2535, Manila 3894...What is time consuming in Pakistan is verifying identities of the applicants, checking security and doing the background searches. So even if London does some of the processing, they cannot access any data from Pakistan, and in the end the identity/background search still has to be done (which based on timelines and capis notes approx 1.5 to 2 years in Pakistan)
