I have a question regarding my wife's PR application. She is currently in Japan and sent her passport to CIC to get her visa. This was about 6 weeks ago. Heres the major problem that we have encountered. My wife has already booked hers and my daughters airline tickets to move to Canada to join me. They are supposed to depart Japan on the 10th of October which happens to be next week! The CIC website said it usually takes 4-6 weeks for the passport to be returned so my wife kinda had faith that this was the case but here we are 6 weeks later with no returned passport which means travel is impossible. I have tried contacting a CIC agent but they were pretty much useless and couldn't provide any advice at all. Does anyone on this forum have any advice regarding this matter? I feel so powerless and its very depressing. I have been separated : from them for quite a while now so I was really looking forward to seeing them. Anyways, any advice would be appreciated. Thank you.
 
Unfortunately it was a bad idea to book airline tickets until your wife actually had the visa in hand. It generally takes 4-6, but can certainly take longer. There's nothing you can do but wait. If your wife doesn't have her passport and visa by October 10th you'll have to postpone her flight.
 
Did you purchase insurance on her airline ticket? Is it possible to cancel or rebook it without losing the money?
 
Did CIC actually request her physical passport?

As a Japanese citizen, she is visa-exempt and therefore doesn't require a visa in her passport to land as a PR. She would simply need the COPR.

Thanks for the reply! I am sorry, what is a COPR? The immigration office in Manila requested she send her passport and she did so. Its been over 8 weeks with no reply or any updates of any kind. She missed her flight and now we are stuck in limbo. Its a really frustrating situation.

COPR is Confirmation of Permanent Residence, the form that allows CBSA to land her as a PR. Non visa-exempt applicants are required to send their passport so that CIC can give them a visa to enter Canadaalong with the COPR. Visa-exempt applicants don't require the visa and so aren't required to send their passports. CIC simply mails the COPR to them.

I'm not sure if there was some valid reason for Manila to request her passport or if it was simply a mistake.

I would like to apply for Canada PR , I have not started any process as on today (17 Oct 2014). But I booked my IELTS date which is 13 Dec.
My question is can I still apply under FSW program for year 2014? Is FSW program will not accept any application after 31 Dec 2014?
What will happen if my application reached to CIC after 31st Dec 2014 will it go under Express Entry or FSW? Please let me know.
Finally what is deadline to apply PR under FSW ?

From this perspective Canada is still in stone age! Australia is simply sending an email stating that the person was granted visa, so he/she can land anytime in AUS and they will get visa in the passport at Customs upon their arrival. This is very frustrating!
