Doing much more reading on this site and other posts. I think I may have submitted payment incorrectly.
Instead of requesting IMM5401 to pay at the bank,
me and my partner hastily submitted payment online thinking it was the same when it is not and instead paid for the:
Spouse or Common-law Partner in Canada Class – Fees

Now I think I have pinpoint the problem (if it is the problem)
wouldn't it have stated on the letter we first received where we lacked the 1 doc/2 signatures?

Thanks again everyone for your kind responses, i really appreciate it.

rhcohen2014: I had the receipt # from submitting payment online via CIC website. I was not able to check via ECAS because the response was:
We were not able to identify you using the information you provided.
The official receipt sent to me started with R then followed by numbers.
Hi Emily,
as mentioned above, the payment receipt will not be useful on the CIC website, and will not give you updates. see below regarding what numbers to use. If you received a letter requesting another document, your file number or UCI number may be on there, and you can try to use that online.

Paying online is fine. It's just important that you paid the right fees. You should have paid the sponsorship fee ($75), the PR applicant fee ($475), and the right of permanent residency fee ($490) for a total of $1040. I applied inland, and paid my RPRF on the day I got DM/stage two approval, and it didn't seem to cause me any problems. I think you applied outland, so all fees should have been paid up front to avoid delays. The RPRF fee can be paid at a later date, but while I have no personal knowledge of it, I've read that it may case delays with an outland application.

If you are sent a letter for missing documentation there won't be a UCI or File number provided at that time. They are only generated once AOR is given.

Emily you won't be able to check with the payment receipt, many have tried and failed (me included :)). You can only check it with the File # F00000000 or the UCI#. Check your letter of missing documents you received and see if there is a file number. If not. Call CIC on Tuesday and ask if they can give you your file number as since December you have not received an AOR.

That's not always true, I was sent an email because of a missing document and we were given a UCI and file number in that email.

It just depends who handles your file I guess.

Oh okay. Sorry for the misinformation then. My friend had a missing form as well and they waited until all forms were properly submitted before they issued the File and UCI #s. Hopefully things get figured out soon.

Update:
Called CIC today and they said they will file an inquest to the Mississauga office to verify my application which may take up to 30 days. During the call, the agent had asked to verify my personal information (email, phone#, home address ect) as well as the tracking # from Canada post. Agent was able to confirm my first attempt which was rejected by CIC. UCI# was provided in order to track down progress. Hopefully everything will gets better from here! Again i have to thank to all the individuals who had responded to my post. I have to say it had helped me a lot to calm my nerves and I sincerely appreciate all the responses!
