Hope all are doing well
Need assistance from the experts. I applied for TRV in March 2020 as I know all applications are on hold. I am planning to visit UK and Canada after the pandemic. My question is should I apply for UK visa? as my TRV is still in process.

If you are planning on visiting the UK - why wouldn't you? Your Canadian TRV is most likely going to be refused unless you are exempt from travel restrictions.
