The above given content has been taken directly from the CIC website.It says that one should get the cover letter and Fingerprint card from the FBI.

Is it that I should download cover letter and Fingerprint form the FBI website and go the police station and get my fingerprints done and them mail it to the FBI.The FBI will send me the cover letter and Fingerprint card which I have to submit to the CHC?

Is there any fee that I have to pay at the police station and how much?

When I send my form with fingerprints to the FBI they in return will send me the Fingerprint card not the fingerprint form because card is what the CIC is expecting.Is that correct.

Guys looking for answers.

Cover letter is nothing but the letter sent by FBI along with your Finger print card back to you, it just mentions your name and details relating to the Finger print records.

Are you in the US presently or outside? (This is just my question, does not make any difference as far as FBI is concerned)

You can download the cover letter and the finger print card from the FBI website, however, most police departments and finger printing services have these standard cards (FD-258) in stock that can be used to take your finger prints.

You have to then mail your finger prints, cover letter, a money order for $18.00 (payable to the department of U.S. treasury) to FBI. Send your documents by registered mail, and save the receipt for the money order so they can be tracked. You can expect your FBI clearance in about 13 weeks from the date they receive it.

Most police departments in the U.S. charge a nominal fee of about $5.00 to provide finger printing service. Private services may cost even more. Best of luck.
 
if you follow the link from the CIC website to the FBI site, you will see:

1) A "cover letter" to download. It is just an application form that you send to the FBI along with your fingerprints. You do not need this to get your fingerprints taken. Most likely your local police station has the FBI card and it is optional in any case.

2) You will also see that the FBI no longer returns the fingerprint card to you, but issues a letter instead. You send this letter to CIC.

3) You will have to contact your police station concerning fees for fingerprinting etc.
