Need an Advice: OINP Human Capital OR PhD Stream OR Express Entry

Hey All,

Please help me to take the best decision. I have completed my PhD program at a university in Ontario. My EE score is 431 with Software Engineering NOC. The OINP PhD stream is open right now, what should I do:

1. Apply for PhD Stream OR
2. Apply for OINP Human Capital (re-create my EE profile) OR
3. Waiting CRS score to go down? OR
4. Waiting to receive CEC points (1-year Canadian experience by July 2018).

The processing time for PNP applications through EE seems to be longer on average than when applying through FSW directly. See the stats in the link below. And you need to add the time it takes to apply for OINP, get the nomination, then get the ITA and apply.

Unless you want to save the money from the application fee, what you can do is to apply to OINP (option #1 or #2) right away. Then if in the meantime before you accept the provincial nomination the CRS score goes down and you get an ITA, then you apply directly. If not, then once you get your nomination you will for sure have enough points to get an ITA and apply.
