Hi,
I've got the below message in myCIC for my PR application.
I am currently working in Montreal, Canada since 2011 on a closed Work Permit and applied for the federal PR through express entry. I’ve put my intention to reside in Ontario in the application.
AOR – 10th Dec 2015
I submitted a letter in my submitted application from my company which states that my job can be done from the company office in Ontario or Quebec along with other details (like roles, responsibilities, NOC etc...) . But it appears, it may not be enough evidence considering I got the below message from CIC.
Just to note, My intention remains the same (eventually move to Ontario). But since currently I am on a closed work permit, it will not be easy since organizations do not generally wish to go through the procedure to sponsor for work permit. My plan was to apply for job opportunities in Ontario after getting PR.
Please provide advice, what additional documentation/evidence I can consider to submit to support my case to respond to CIC.
Thanks in Advance!!

Dear XXXX,
This is in regards to your application for a permanent resident visa in the Federal Skilled Worker Class. It appears that you may not meet the requirements for immigration to Canada- specifically those regarding your intention to reside in a Province outside Quebec.
Subsection 75(1) of the Immigration and Refugee Protection Regulations, states that the Federal Skilled Worker Class is prescribed as a class of persons who may become permanent residents on the basis of their ability to economically establish themselves and who intend to reside in a province other than the Province of Quebec.
Although you indicate on your application that you city of destination is Mississauga, ON, you reside in Dollard Des Ormeaux, Quebec since September 2011. There may be concerns regarding your intention to live in a province other than the Province of Quebec that you may wish to address.
It is important for you to be aware that no visas will be issued to applicants currently residing in the province of Quebec, who have applied for an economic class of immigration other than the Quebec Skilled Worker program until they have left the Province of Quebec.
Temporary Foreign Workers and foreign graduates who wish to stay in Quebec do not qualify under the Federal Skilled Worker Class. Under the Canada-Quebec Accord on Immigration, Quebec establishes its own immigration requirements and selects immigrants who will adapt well to living in Quebec. Information can be found at the web site of the Ministère de l’Immigration et des Communautés culturelles (MICC). Please note that in order to confirm your permanent residence at an
Immigration office or a Port of Entry in Quebec you will need to demonstrate that you are in possession of a Certificate de Selection du Québec (CSQ) issued by the MICC authorities.
Before a final decision is made, you may submit additional information within 30 days from the date of this letter. You may submit any information addressing the issue of concern as it applies to your case and documentary evidence which support your claims, if applicable. If you are unable to provide any or all of the requested documents or information, please explain why they are not available.
You must provide any additional information within 30 days from the date of this letter. If you choose not to respond with additional information or documents a decision will be made based on the information already on the application, which may result in the refusal of your application.
Please ensure that you quote the application number indicated at the top of this letter on any information you submit.
I look forward to receiving your additional information.
Thank you for the interest you have shown in Canada.
Sincerely,
