Hi,

I've got the below message in myCIC for my PR application.
I am currently working in Montreal, Canada since 2011 on a closed Work Permit and applied for the federal PR through express entry. I’ve put my intention to reside in Ontario in the application.

AOR – 10th Dec 2015

I submitted a letter in my submitted application from my company which states that my job can be done from the company office in Ontario or Quebec along with other details (like roles, responsibilities, NOC etc...) . But it appears, it may not be enough evidence considering I got the below message from CIC.

Just to note, My intention remains the same (eventually move to Ontario). But since currently I am on a closed work permit, it will not be easy since organizations do not generally wish to go through the procedure to sponsor for work permit. My plan was to apply for job opportunities in Ontario after getting PR.


Please provide advice, what additional documentation/evidence I can consider to submit to support my case to respond to CIC.

This is in regards to your application for a permanent resident visa in the Federal Skilled Worker Class. It appears that you may not meet the requirements for immigration to Canada- specifically those regarding your intention to reside in a Province outside Quebec.

Under the Canada-Quebec Accord on Immigration, Quebec establishes its own immigration requirements and selects immigrants who will adapt well to living in Quebec. Information can be found at the web site of the Ministère de l’Immigration et des Communautés culturelles (MICC). Please note that in order to confirm your permanent residence at an

Immigration office or a Port of Entry in Quebec you will need to demonstrate that you are in possession of a Certificate de Selection du Québec (CSQ) issued by the MICC authorities.

You may submit any information addressing the issue of concern as it applies to your case and documentary evidence which support your claims, if applicable. If you are unable to provide any or all of the requested documents or information, please explain why they are not available.

The letter you received clearly shows that you were unable to convince them that you intend to leave Quebec once you get your PR.

I think you should try to get a letter from your company that says they would be willing to move your position to Ontario once you receive PR. That would at least give you some proof about what you claim.

Other than that, I am not sure what else you could do yourself, besides actually moving to Ontario.

I think it is a difficult situation because you are clearly qualified for PR and meet the criteria but considering all your ties to Quebec, it might have been a better choice to apply through the Quebec immigration system from the start.

I hope somebody else has some additonal ideas about your situation beyond getting a letter from your employer.

That would be considered misrepresentation if your employer does not actually have plans to move you to Ontario, once you get your PR.

I can understand your pain, I was in an exactly similar situation this Feb. You will need to provide concrete evidence that you will move out of Quebec. In my opinion following will sail you through:

- Letter from your employer, on their letter head, that they will transfer you to their office out of QC (with a date) and that they support you in this process. I know that this has worked for couple of people in my workplace.
- If possible, sign an advance rental lease (starting in a couple of months) and share the same with CIC. Additionally, I also purchased a private health insurance in ON (commencing from the start of lease) and shared the same with CIC. This is required because RAMQ stops health coverage immediately for temporary residents when they move out of QC!

I provided several other documents to CIC in response to their letter but I believe that these 2 were the ones that helped me prove my "intentions" to move out of QC.

EDIT: Just wanted to add that I eventually moved out of QC before I received PR.

Well, I assumed that his employer would actually be willing to help him out simce he said that he could perform his job duties from Onatrio as well. So yes, if you get a letter from your employer it has to be an honest offer of having them relocate you to Ontario after PR.

Of course, I did not encourage him to get a letter that is untrue, as that would be misrepresentation. Fully agreed there.

I am currently outside of canada.
I will be reaching canada on 30th May and it leaves me just 2 weeks to prepare and provide the necessary documentation (the letter says to submit in 30 days)

Could it be possible, to request CIC to extend the date by showing the proof of flight itinerary.
If yes, how could i notify them. Is there any toll free number or do i need to submit a CSE ?

The letter doesn't mention how i would need to submit the documentation.
Could you let me know, in your case was it the same ? IF it is the same, how did you submit the documentation.
IF i need to submit through CSE, how could i ensure, the documentation is added to my file. (Since CSE doesn't really acknowledge).
I've submitted a CSE previously to notify about the email id being wrong on my profile and i didn't get any response back yet for it. So i am not sure, if my CSE is really been looked at or not.
