Need advise: come to canada as tourist then apply student visa for child

Im planning to apply for tourist visa for my wife and daughter primary 4 currently studying in Singapore. My brother in law is a canadian citizen, my question is, during their tourist visit in Canada can my daughter apply for student visa for primary class in Canada while on tourist visa? Please advise... Thanks

in my opinion !!
as far as i think, mostly Canadian Colleges / Universities accept international student for post secondary level.
e.g 2 years diploma, university, pg diploma, Master & Phd ..
if you are canadian citizen than your children may get admission in primary school.
