My friend applied spousal sponsorship inland a year and a half ago and he got AIP September 2012 but up till now hasnt received open work permit. (sent with application) , He received a lettter today thinking it was the open work permit but it was a letter asking for his passport/travel document. What does this mean?

I assume that means they have processed his PR application and probably ready to issue him his PR.

yes a request for a passport means they are ready to issue it! everything will be good to go and your friend will be able to start working very soon
