I wouldn't say it makes them ineligible, as there can be other factors that prevent people from living together. Since same-sex relationships are not accepted in Philippines it could be argued they would face some kind of discrimination or family issues if they lived as a couple there.
I think a conjugal app could still be successful if they submitted lots of proofs of the marriage like relationship, but yes it could be a tough process. Of course finding a country to get married in would make the whole thing way easier.
