If you're talking about Universities (not Colleges), I can give you a list of good schools re: engineering, not specific to Civil Engineering though:

1) University of Toronto (Toronto)
2) University of Waterloo (Waterloo)
3) McMaster University (Hamilton)
4) Queen's University (Kingston)
5) Carleton University (Ottawa)
6) Western University (London)
7) University of Ottawa (Ottawa)

And how to get study permit?

1) Get admission to a University or a College
2) Manage funding
3) Write a good SOP letter and gather all necessary docs
4) Fill out forms for student Visa and submit to CIC
5) Once you get the Visa, you will get tour Study Permit (SP) after you land in Canada
