Need advice about sponsorship

Hi everyone! I hope you can give me some advice and help me with my situation. I’am a canadian citizen and I have a boyfriend for 4 years that lives in another country and he has a tourist visa. What is the best way to do sponsorship? Should I go where he is and get married there then come back and apply for OUTLAND sponsorship or should he come here and we get married then apply for INLAND sponsorship? Which one would be faster?

we applied for two and were fine... we got married feb 4 and applied feb 14 2017
