Need advice about inland vs Outland

Hello everyone, I have been reading the forum, but still a bit confuse about the best possible solution for myself.
I'm Russian citizen, currently living in China on students visa, doing my masters. I met my husband - Canadian citizen here in China, 3, 5 years ago, we have been married since October 2013, got married in Hong Kong.
I have visited Canada 3 times during these years on tourist visa, currently I have multi entry tourist visa for 9 more years, until April 2024.
My husband finished his contract in China and returned to Canada last week, unfortunately I can't join him right away, need to finish my studies here in China, I will graduate July this year, my Chinese visa allow me to stay in country until September 2016. I'm planning to go to Canada right after my graduation.
So my question is when would be better to apply for residence permit in Canada, should I do it China? Or in Russia? ( I received all my previous visas to Canada in China, never applied in Russia before) or in Canada? If I apply in Canada will I be able to travel outside the country during proceeding time and come back on my tourist visa?

Apply outland if you're planning on going on vacation or visit family/friends outside Canada.
Even if you're in Canada on a tourist visa it is ok to apply outland. Besides it is supposed to be faster to get your PR.
So, don't worry.. come to Canada on a tourist visa and apply outland.
Make sure you don't tell the officer at the border you're planning on staying longer than 6 months; if they think you're going to stay in Canada they might deny your entry.
PS: after 6 months, you can extend your stay.

But if I apply in China, would I need to go back to China to submit my passport on the final stage? Or just send it by mail from Canada, will it be acceptable? Mm might be stupid question but do I need to submit the original passport at all?
Also a question about interview is it a mandatory or just a possible scenario?
And what residence address should I put on papers? I still have an official address in Russia, in China I live in a rented apartment, currently with a friend, since my husband left to Canada, or address in Canada?

Would really appreciate your thoughts about this.

Since you are not visa-exempt, you would have to submit your passport at some point. If your file is processed in China, then you would have to submit it to China. Some people have sent their passports by courier.

Interviews are only required when there are doubts about the relationship, criminality issues, or doubts about the truthfulness of the documents/answers provided.

Use whatever address you will be living at. If you are living in China when you submit the application, then put your Chinese address.

use the mailing address you plan to be at when you are approved. if you plan to be in Canada when approved, then use your CANADIAN address for a mailing address. this is where CIC will mail the visa/communication. Many applicants do this. You will need to ask in your visa office specific thread how your visa office handles sending Passports to/from Canada.

One more issue, if I find a job or decide to continue my studies in Canada during PR application procedures will it be ok to apply for work or student permit during this time? Can I do it within Canada or I would need to go back to China to apply? Do I need to inform PR application officer about those changes?

I was going thru the guides and got even more questions, which one should I follow -Russian or Chinese? It's also saying that I have to provide 5 ( Chinese checklist) or 8 ( Russian checklist) recent photos of all family members each. I have parents and younger brothers, but they are not intend to immigrate (only to visit sometime) to Canada, not in nearest future anyway, doubt if ever... Do I still need to provide their pictures, criminal and medical checks?

I would probably follow the Chinese one, since you're currently living there and on a long-term visa.

Note that CIC can still choose to send your application to Warsaw, and then request that you follow the Russian checklist.

The guide also tells you that family members are spouses and children, if you don't have any children, then you only need to provide photos of yourself. You only list parents and siblings on the additional family information form.
