Necessary to notarize documents even if in English?

I know that this was asked several times..but just want conf

Just want confirmation. Is it necessary to notarize even if docs are in english. Its expensive to notarize here, and immigration guidelines indicated copy and not notarized copy. Kindly advise. Thanks

So photocopy will do? Even COEs? Actually some of my previous companies didnt issue COE. I still need to make a written explanation and have this letter notarized right?
