NDVO Passport request received but outside India - how to send/recv passports?

I am with my family in Singapore. We did our medicals here but my application is bound in India (NDVO).
I have received my passport request through email via NDVO mentioning within 30 days we have to send our passports exclusively via VFS Global in India (that is within India). I called up Singapore VFS but they said they only forward to Canada embassy in Singapore and check with Singapore/NDVO High Commission of Canada for the next steps.

I have sent urgent queries to NDVO email ID and opened atleast 4 -5 case specific enquiries. Even after asking for last 4 months via case specific enquiries NOBODY has told me what to do!! They just use templated reply for so called next steps.. Even that answers take a month or so. Its very frustrating and scary..

Can someone please guide me -
1. Can I send my passports to VFS in New Delhi via courier / some friend at delhi (first to his address) and they submit it onmy behalf?
2. Will NDVO send them to VFS (if my friend registers a pickup from VFS) or to my (old) India address?
3. Can i send it via Singapore VFS to Canada Embessy in Singpaore? As we did the same for medicals.
4. Last option is to travel back for that :-(

Please help - its very very urgent.

I faced the same issue when I had to move to UK at the time of my passport request. I raised a query on their portal and they responded within 1-2 days and arranged for the stamping at London.
So don't worry. You can raise this on the NDVO portal with the information and they shall arrange to have your passport stamped at the nearest Visa office, which I guess would be Singapore.
