Dear Nano, are you saying that all those appliants who have "In Process with Date" on their E-cas, had their documents reviewed by a visa officer and the VO is satisfied with the docs and now they should look forward for their MR's?

Yes we should look forward for MRs, but there are no garuntees.

I don't know exaclty what how background checks are conducted, but in my opinion it is nothing more than checking of our documents and in some cases job verification by calling at the employer's or little internet check on employer
The only cases they can do more background checks is when you have a military or political background.

By simple checking of our certificates, etc visa officer because of his experience can at least determine eligibility or completeness of our papers.
Most of the people who get rejections get them in 1 or 2 weeks mostly as the VO was not satisfied of job duties or lack of sufficient evidence of a relative statying in Canada.

Now there may always be exceptions, but most of us can consider that we are through with the first stage.

I think, not all "in process with date" applicants can be very sure that review might have been completed by now.

It will be easy in some cases, to complete review without any verification calls etc. I am not very sure whether my HR had a call from them or not. I was not advised from my HR Dept regarding this anyway.

In my CAIPS, it shows they are satisfied with my employment background/ educational background / funds and PCC.

It depends I guess.

And frankly we all know that there are plenty of refusals. Only faulty and fraud applicants need to worry about it.

The below line is from CAIPS and I think this is based on your IO document screening only, if you are thru with document screening then your file will forwarded for background check.

PA has obtained sufficient points to satisfy me that he/she will be able to become economically established in Canada. I am satisfied that the points awarded to the applicant adequately reflect the applicant’s ability to settle in Canada.

In Process with date for MI1 Pre June 2010 – medicals is not on hold for background check, in many cases medicals and BC will work parallel, I believe there is some internal huddles stopping the medicals.

IO verify documents and decide whether the case need any background check, if yes then forward the same to different third-party agencies.
VO only assess our documents based on the final report from IO.

Note: Usually VO is an Canadian nation and IO is an Indian resident.
There are many MI2 applicants completed their medicals in Nov and Dec 2011 but no one got DM or visa.

If you observe the Spreadsheet for Pre June, the majority of medicals and visas issued during the 4th and 1st Quarters of the year. 2nd and 3rd Quarter are always with very less volumes.

MI 3 – don’t have much update.

But all the VO are updating that pre June 2010 review will be completed by End of 2012 however decision may not commence in 2012. So this is what the fact from CIC.

We know that recently NDVO has hired resources for emergency services for 3 to 6 months contract only, so this could be for pre Feb 2008 elimination however this is not yet approved. So I am positive on Pre June for this year.

My Consultant received a letter dated on 23 March 2012, from London Visa Office saying that "file has been reviewed by an officer and found to be eligible for further processing.We anticipate being able to advise you of the next processing in 6 to 12 months time.

Please note that your application is still subject to admissibility checks and verifications that are deemed necessary .You should not take any irrevocable action such as selling your property,quitting job, .....,
Please do not make any case status requests during next 12months as they will not be answered"

What is this means? E status remains the same pending for review -inside and out side in process.
Kindly let me know what they might have reviewed at this time? Points might have given or not? How long more it could take?

Calgary, April 10, 2012 — To fill Canada's growing labour shortages in construction, natural resources and similar industries, Citizenship and Immigration Minister Jason Kenney announced plans today to make it easier for skilled tradespersons to immigrate to Canada.

The announcement is the latest in a series Minister Kenney has made about transforming Canada's immigration system into a fast and flexible system focused on jobs, growth and prosperity.

“Our Government recognizes that our country faces a critical shortage in certain skilled trades,” said Citizenship, Immigration and Multiculturalism Minister Jason Kenney. “That's why we are taking concrete steps to address this problem at a national level.”

Under the modernized Federal Skilled Worker Program (FSWP) to be unveiled later this year, CIC intends to create a separate and streamlined program for skilled tradespersons. Skilled trades include occupations in construction, transportation, manufacturing and service industries. Skilled tradespersons are in high demand in Canada particularly in the natural resources and construction sectors.

Currently, FSW applicants are assessed against a 100-point grid, with a pass mark of 67. The grid takes into account the candidate's official language ability, education, work experience, age, whether they have a job offer in Canada (arranged employment), and their overall adaptability (which awards points for things like previous work or study in Canada, spouse's education and relatives in Canada).

Some criteria in the FSW grid, such as years of education, have traditionally favoured professionals and managers more than skilled trades, and thus skilled tradespersons only make up 3 percent of all FSWs entering Canada. During CIC's consultations on FSWP modernization over the past year, stakeholders also agreed that changes were necessary to make the program more accessible to tradespersons.

The proposed FSWP Skilled Trades program would create a means for skilled tradespersons to be assessed based on criteria geared towards their reality, putting more emphasis on practical training and work experience rather than formal education. The new skilled trades stream would avoid some of the complexities of the traditional points grid. Skilled trades applicants will, however, need to meet minimum language requirements, given the importance of language as a determinant of immigrant success.

“Above all, our Government remains focused on promoting economic growth and long-term prosperity,” said Minister Kenney. “Attracting skilled tradespeople is important for maintaining Canada's momentum in the global economy.”

If approved, further details about the Skilled Trades program and the revised FSWP are expected to be announced later in 2012. The full regulatory changes to the FSWP will also be published in the Canada Gazette in due course.

Did you apply for CAIPS. CAIPS can actually give you an idea on whether the review is completed in your case.

The letter you agent says is not very trustful frankly. Agents play tricks. I don't think, visa office will advise not to sell property or not to quit job etc. Any status change has to be informed, thats all.

i have posted this here to let our friends know that even VO is reviewed the case and gave points of 67+ the application is still subject to admissibility checks and verifications that are deemed necessary.

This applied to all the In Process with date even the medicals is issued.

But as per the below link 3 stages are there during "in process" status.

2) Documentation Verified by CIC
3) Medical Results Received by CIC

If you go through the link you can see that in the first two stages they are showing that "we are reviewing you application". Those applicants whose CAIPS report shows "review completed" means verification is over (2 stages have been finished).

Please do not mind, but what exactly is admissibility checks and verifications that are deemed necessary?

I think most of the applicants are under impression that every single document that we send alongwith our application is verified:
For eg:
1. Our marksheet and transcript are verified with university.
2. Job related details are reverified with employer(that is true in most cases)
3. Birth certificate etc verified/reverified by Municipal corporations.
4. Monetary related details reverfied by banks.
5. PCC reverified.
I want to say that NDVO or any other visa office is not CIA or FBI or Interpol

Most of the time they just go through our document and see whether our supporting documents fulfil their requirement.

Sometime they do send some documents for reverifications etc, but most of the time things are cleared by just checking the documents, and than issuing medicals.

Background checks especially security related are done more people having military or political background as crime, etc commited by military may not come under the normal police clearance certificate and political background may clash with Canadian political background.

The so called admissibility checks and verifications that are deemed necessary is just a jargon used by CIC/CHC/consultant/lawyers to impress gullible people.

The delay is just a part of bureaucracy.
