Got Decision Made status on Ecas yesterday, however details say the following:

1. We received your application for permanent residence on May 26, 2016.
2. We sent you correspondence acknowledging receipt of your application(s) on August 10, 2016.
3. We started processing your application on August 10, 2016.
4. Medical results have been received.
5. We sent you medical instructions on July 18, 2018. To avoid delays, please provide us the information requested in the letter as soon as possible. Please consider delays in mail delivery before contacting us.

Also, got Pre-Arrival mail in my GCkey Account yesterday and details say the following:

We are reviewing whether you meet the eligibility requirements.
You passed the medical exam.
We do not need additional documents.
You do not need an interview. We will send you a message if this changes.
We do not need your fingerprints. We will send you a message if this changes.
We are processing your background check. We will send you a message if we need more information.
Your application is in progress. We will send you a message once the final decision has been made.

Does this mean that my application has been approved?

pre-arrival is a v good sign. I could not see any 1 giving interview after pre-arrival. This PA is generated once final v.o. Okays the applicant. So no more interview 99%. Some members waited almost 2 months after this PA then suddenly got a PPR.

You are right.
But generally not applicable for more than 15-16 months IRCC applicants.
That guy is 3 months senior than me. Whereas i have reached Canada 1 year ago.

@Ashudin Thanks for all your help.
Need some suggestion now from you. By God grace I got my PPR ., but confuse where to settle in Saskatoon or Regina which is a better city for job , Child education etc.
PLease guide me so that I can book my ticket acordingly
