I must say I submitted my EOI at 8.30 sharp, and got a "monthly quota reached" message almost instantly. I re-submitted at 8.31 and didn't get any email; I submitted another email just in case
But it's Canada Day today, so they might not be working. We'll see

So you you send your initial entry, you will get the automated response, any other emails from your email will not receive the automated response. Try sending the EOI from another email address and see if you get the response or not.

For every EOI email that I sent today between 00:00 hrs AST and 08:29 hrs ADT,
I received equal number of "quota full" replies.

As of now, I did not receive any "quota full" reply for EOI email that I sent starting 08:30 ADT today.
