One Police certificate from DXB Police is enough. You can apply online by uploading your photograph and Passport/Visa copy and paying online. Within 3-4 working days you will receive the certificate at your address. Also One Police Clearance Certificate from your country's Consulate/Embassy also required.

PCC is required for spouse as well - same as PA, both the countries.

It takes 5 days to get the PCC from Doha, and I've already got it with me. Just in case if it gets delayed.
And about the medical - it is pending, which I think is better to get once I get CIC ITA. What do you think?

Once you get your ITA from cic call and book upfront medical test and have it done. I did mine and submitted them today
