NBI CLEARANCE: WHAT IS MEANT BY DRY SEAL ON THE LEFT SIDE PORTION??

i JUST GOT MY HUSBAND'S NBI CLEARANCE FROM THE PHILIPPINES. it SAYS TO EXAMINE IT FOR THE DRY SEAL ON THE LEFT PORTION. WHEN I CHECKED IT THERE IS NO DRY SEAL. IT JUST SAYS" DOCUMENTARY STAMP 15 PESOS PAID"

IS THIS WHAT IS MEANT BY DRY SEAL? IT DOESN'T MAKE SENSE TO ME. DOES ANYONE KNOW WHAT NBI CLEARANCE SHOULD LOOK LIKE?

I have never seen an NBI clearance but you can see an example here: http://farm3.static.flickr.com/2636/4137152251_1838ffacbd.jpg
As for the seal, a dry seal is the one which is just the impression and has no ink. Feel the left portion with your fingers and you might find it. I would anyway submit what I got!

Thank you so much for your reply. In fact, just after your post I realized after you defined what a dry seal is, I was able to find it myself. I felt it with my fingers. Thanks so much. Now, I am relieved and I can gladly send it to the visa office. Thank you!!
