National savings certificate as proof of funds

Thanks in advance for your help, I wanted to ask about national savings centres funds, can national savings centres certificates along with there letter on letterhead be shown as proof of funds.

I doubt you can, because NSCs have a lock in period and you cannot liquidate it before maturity. So I doubt you can use it.

Mine is regular income certificates and letter from national saving says that they are cash able at any time
