US citizens could put their passport card or enhanced driver's license/state id information, if they have one. But it's optional unless you don't have your passport yet at the time of application (in which case you would need to provide information about the document you will use to apply for your passport before entering Canada as a permanent resident).

The application I believe, at least it did when I did mine, REQUIRES your passport information when you submit and the national ID is something else entirely.

TRAVEL DOCUMENTS AND PASSPORTS
Passports or travel documents for you, your spouse or common-law partner and dependent children. Include only copies of pages showing the passport number, date of issue and expiration, your photo, name, surname (family name), date and place of birth. Children must have their own passport, separate from their parents. If you reside in a country different from your nationality, include a copy of your visa for the country in which you currently reside. Please note that all prospective immigrants must hold a valid regular passport; diplomatic, official or public affairs passports are not valid for an application for permanent residence in Canada

This is from the immigrant's checklist (3910e) last update March 2014. For US applicants. So I don't believe you can tell them you don't have one and will submit it later, they'll probably return it as incomplete. If you don't have one, wait until you get one to apply or it will cause problems. Not sure if that answers your question.

I didn't check the NID part off and I had no problems.

I agree with BlueAngel on the passport thing. However, I will say that while my husband had a passport book, my stepchildren only had passport cards and they were not valid for immigration. CIC gave us 30 days to provide the proper passports. On top of being incredibly expensive and stressful to do within the time limit, it added another couple of months on to our wait time. It's really not worth applying for immigration without the proper travel documents.

But when it comes to NIDs, I'll repeat that US citizen don't have NIDs. Some countries do, the United States is not one of those countries. Within the states you can use your driver's license or passport card as a valid form of ID, yes, but in terms of immigration, an American would answer "no" to this question and write "N/A" for the corresponding fields.
