Hello,

In the generic application form for Canada (imm008), there is a question:
"Do you have a national identity document?"

1) My spouse has two Russian passports (domestic & international travel). Is the domestic passport considered to be a national identity document?

2) if yes, do we need to provide a certified translation of the domestic passport?

1. It might be. Is it something issued to every citizen or is it a voluntary document to get?

Yes and yes.

I believe the country-specific instructions for Russia are clear about the domestic passport. As I recall, the main thing is to make sure every page is translated and photocopied - but certainly and especially the page regarding children and marital status.
