I'm sorry if this was asked 3,000 times, but, anyone know if USA has a national identity document? Can't find credible info anywhere.

The instruction guide just says to check whether or not you have a national identity document.

And ...

...

CIC is advised to write an actual instruction guide that is useful.

It's a generic instruction guide. Some nations issue national IDs to all citizens as a matter of due course; the decentralized United States does not do this. Updating the instruction guides with respect to each possible country of origin would be a significant task, and there's no guarantee that CIC would be able to keep such a guide up to date. The only thing worse than a lack of information is CIC providing incorrect information.

Understandable.

I suggest CIC provide an explanation of what a national identity document is, just as you did so concisely.

That way there probably wouldn't be as many threads on the issue. They could also tell us where to go to find out whether or not we have one.

In your opinion, can I leave inapplicable sections blank? Example, question 6 is a yes/no question about Quebec, which doesn't apply to me as I'm from a diff province.

At present, the only national photo identity documents are the passport and passport card, which are issued to U.S. nationals only upon voluntary application. Most people use state-issued driver's licenses as identity cards.

To answer your next question...it's suggested that you write N/A for any question that you are not providing an answer for. All it takes is one of the CIC clerks, reviewing your application, to `think' that you've missed the question!
