Name on birth certificate plsssss anssss

Pls ans my query

I have changed my name from x to y after my graduation and name change affidavit and newspaper cuttings are available with me and my master is in my new name.
And my wes report also came and in their report they mentioned that graduation is in old name and masters in new name and they considered my both degrees and i got positive wes report

Now my question is i born in 1979 in village in punjab and before one month i went there to get my birth certificate and my birth record was not there and hence they issued me NOC that the person record is not in their office now with that noc i went to CMO office who issue birth certificate , now they r going to make the birth certificate and they suggested as u r going to apply for PR you must have birth certificate in new name because your passport is in the new name

Now if i get my birth certificate in new name then embassy can ask if your name at the time of birth is current one then how u did all education upto graduation under ur old name

What i believe that i should take that certificate in my birth name and if the embassy ask me that there is different in name in ur birth certificate name and your passport name
Then i can show them that i had changed my name after graduation and i applied my passport by new name

I m confused that by which name i should say them to issue my birth certificate by old name which r mentioned in my schooling and bachelour degree or by new name that is mentioned in my passport and master degree

For the express entry profile/embassy etc... you have to stick to the name on the passport. Do you have a document with the legal name change?
In the profile there's a question if you used another name, answer yes and add your old name and mention in the LOE which documents are in your old name and new name. Cover all your tracks

I'm not sure legally but as far as I read since you have the legal documents proving your name change you should be fine. Better wait for legal experts on the forum.

You can get it issued as per your passport. Then there is a section in the application it says something like have you ever used other names or something of that nature. Then you can say yes to that question, and simply explain what you explained here. The fact that you use both names in different documents.
Also, you can use a page in your Letter of Explanation to explain this situation.
